Statement of eThekwini Municipality Executive Committee
 
EThekwini Municipality’s Executive Committee held its ordinary meeting today, 03 December 2020, chaired by the Mayor Cllr Mxolisi Kaunda and attended by members of the Executive Committee.
 
Audit Committee Report for the Fourth Quarter ended 30 June 2020 & Final Covid_19 Consolidated Audit Report
The above two reports were presented to the Executive Committee for noting. The details of the reports are to be interrogated by the Committee and discussed at the next Executive Meeting.
 
The following recommendations tabled at the meeting were noted:
• Request for approval: Early Childhood Development (ECD Programme and Training ECD education: Lego charity boxes for schools in Ward 98 – 105 to take place on18 February 2021 at the Sizakala Centre Umnini Hall in uMgababa. The request would grant permission to implement a partnership with eThekwini Municipal Academy and the Department of Education to host the Early Childhood Development Project and Training of ECD Educators and promote a creative way of thinking, enhancing communication, interaction, building cooperation and bring change in educational outcome by addressing the crisis of the City in STEM (Science, technology, engineering and Mathematics).
 
• Request to financially support the 6th South African TB Conference 2020, South African Aids Conference (2021) and the South African TB Conference (2022). The authority would grant the Deputy City Manager: Community and Emergency Services to incur expenditure in the amount of Rl 685 000.00 (One Million Six Hundred and Eighty Five Thousand Rand) towards venue hire, Mayoral Reception and TB and HIV/AIDS related programmes in various communities in respect of the 6th South African TB Conference (2020), 10th South African AIDS Conference (2021) and the 7th South African TB Conference (2022) over the next three (3) years.
 
• Request for approval of authority to undertake One Home: One Garden Programme within the City. The authority would grant the Head: Agro-Ecology to facilitate the coordination and implementation of One Home, One Garden Project for a total of 1100 households (10 households per Ward) with the aim to promote sufficient food security across the City.
 
 
• Authority for the acquisition of FunWorld rides and associated equipment and spares for the purpose of continuing its operations under a rebranded uShaka FunWorld. This would support Ushaka Marine World's growth strategy and presence along the central beachfront by purchasing the funrides (adult and children rides) from Steyn's Funworld with the lease having expired in 2017 and transfer the asset as a going concern to Ushaka Marine World to operate. Further to this acquisition, to enter design stage for the construction of a Cable Car/Monorail. This would enhance the overall beach experience through a revitalized and repositioned beach attraction.
 
• Authority for the Energy Efficiency Demand Side Management (EEDSM} 2020/2021 project to be included in the Cluster budget having identified the savings within the ECOD cluster. The EEDSM programme has been implemented in the municipality successfully over the past 10 years with annual allocation of funds from the Department of Minerals and Energy (DMRE). Following submission by the municipality of a feasibility report detailing identified municipal infrastructure where potential savings can be realised and interventions to decrease the energy consumption of infrastructure in those buildings.
 
• Authority for the approval in principle of the 2021/2022 draft Property Rates Policy for the Policy to be submitted to the public for comments in terms of Section 4 of the MPRA, and thereafter to report back to the Council. Final approval of any changes to the Property Rates Policy will constitute a budget resolution accompanying the annual budget for 2021/2022 when it is tabled. Therefore, a need exists for preliminary comments and representations from the community to be received by end January 2021.
