ETHEKWINI RELEASES 17 PRIME SITES TO BOOST INVESTMENT AND JOB CREATION
In line with its commitment to unlock Municipal land for investment, job creation, and inclusive economic growth, eThekwini Municipality today, 31 October released 17 strategically located properties across Durban under its flagship Proactive Land Release Strategy.
The properties, with a combined market value exceeding R360 million and covering 18 hectares, represent a diverse mix of industrial, commercial, mixed-use, and hospitality opportunities.
They are strategically positioned in Mobeni, Sea View, New Germany, KwaMashu, Pinetown, uMhlanga Rocks, and the Durban Beachfront.
“The Proactive Land Release Strategy is about enabling growth through structured partnerships between the Municipality and the private sector.
These properties will stimulate investment, support small business development, and advance spatial transformation by ensuring equitable access to municipal land,” said eThekwini Mayor Councillor Cyril Xaba.
The properties offer a balanced mix of industrial, commercial, mixed-use, and hospitality opportunities that cater to both established investors and emerging enterprises.
Monthly rentals range from R8 700 to R777 000, ensuring competitive pricing for undeveloped sites to encourage new developments, while improved properties reflect market-aligned rental levels consistent with existing infrastructure and trading potential.
Lease periods for the released sites range between 9 and 45 years, depending on the scale and nature of the proposed development.
These long-term leaseholds provide affordable access to land without prohibitive upfront capital costs, thereby broadening participation in the property economy.
Through these arrangements, lessees can secure funding, register notarial bonds, and use their leasehold rights as collateral, unlocking private investment while the Municipality retains ownership of the underlying land.
This approach gives practical effect to Section 25(5) of the Constitution, which obliges the State to foster conditions for equitable access to land.
Among the released sites are two prime Durban Beachfront properties, the former California Dreaming site and The Joint restaurant — situated within the City’s premier tourism and leisure corridor.
To advance gender inclusion in the commercial property sector, preference will be given to female-owned companies that meet all mandatory and technical evaluation criteria.
“Our objective is not only to release land but to do so in a way that broadens ownership, supports transformation, and ensures that Durban’s prime investment nodes reflect inclusivity and diversity,” added Mayor Xaba.
Developers, investors, and businesses are invited to submit proposals in response to the advertised opportunities, which close on 27 February 2026.
Two non-compulsory briefing sessions will be held to provide detailed guidance on the application process and property particulars.
