ETHEKWINI MUNICIPALITY’S EXECUTIVE COMMITTEE DECISIONS
The Executive Committee (EXCO) held a meeting today, 21 October 2025.
Several resolutions were adopted from reports to accelerate implementation and respond to current service delivery matters in eThekwini Municipality.
These reports will proceed to Full Council for further deliberation and approval.
STATUS OF ETHEKWINI WATER SUPPLY
The City’s aggressive turnaround strategy to reduce Non-Revenue Water (NRW) is beginning to yield positive results.
The latest data presented by the Water Service Directorate highlighted a decrease of 2,9 percent of NRW for quarter one, from July to September.
As a result of the 2,9 percent decrease when compared to the same period in the previous year, NRW is currently at 52,9 percent for the current quarter.
Acting Executive Director for Technical Services Ednick Msweli, explained that the 58 percent of NRW that the City previously reported is based on a 12-month average.
He said that the monthly data fluctuates.
However, the current reduction is a positive step towards achieving the target to reduce the overall NRW.
The current reduction is attributed to multifaceted interventions, which include the deployment of plumbers to reservoir zones with high water loss, the maintenance and installation of meters and Industrial commercial and institutional meter upgrades, to name a few.
It was reported that the overall statistics of water leaks and pipe bursts have reduced from over 9 000 in June 2025 to below 979 currently.
Other progressive measures reported about include the insourcing of 31 plumbers, which is at an advanced stage.
The Water Service Directorate also reported that bulk water reservoirs are currently stable with Durban Heights, Wiggings and Midmar Treatment Works operating at full capacity.
FINAL PUBLIC CONSULTATION PROCESS ON MUNICIPAL DELIMITATION OF WARD
The City will host the final public participation process on the delimitation of wards.
EXCO noted the request from the Municipal Demarcation Board (MDB) for eThekwini Municipality to coordinate final public participation process to enable affected communities to provide input and comments on the delimitation process for their respective ward.
This process entails the division of the whole geographic area of a Municipality into smaller geographic areas, called wards.
The MDB must, amongst others, ensure that all wards in a Municipality have approximately the same number of voters.
The number of registered voters in each ward may not vary by more than 15 percent from the norm (average).
The approval includes expenditure in the amount of R l 444 470. 00 (One Million Four Hundred and Forty-Four Thousand Four Hundred and Seventy Rand) for the implementation of the public consultation process.
The process will involve approximately eighty (80) wards within the eThekwini Municipal area, with the wards to be grouped per region.
ETHEKWINI MUNICIPALITY TO BECOME A MEMBER OF PROVINCIAL SPEAKERS FORUM
EThekwini Municipality is set to become a member of the KwaZulu-Natal Speakers' Forum where it is going to be represented by the Speaker of Council and the City Manager.
The KZN Provincial Legislature has engaged the City regarding the resuscitation of the KZN Provincial Speakers' Forum to strengthen capacity to deal with service delivery and related matters.
According to the report, the Speaker’s Forum is already in existence in other provinces and that KZN needs to comply accordingly as the Forum will be at the centre of achieving the requirements in terms of Chapter 3 of the Constitution of the Republic of South Africa, stipulating that National, Provincial and Local Government spheres must cooperate with one another in mutual trust and good faith.
This cooperation is aimed at fostering amicable solutions, assisting and supporting one another, informing and/or consulting one another on matters of common interests, coordinating actions adhering to agreed procedures and avoiding legal proceedings against one another.
