Introduction

The review of Transport Policy leading to the White Paper identified fragmentation of funtions and responsibilities for transport between the three spheres of government as a major problem.

The NLTTA enacted in August 2000 provides for the establishment of a TA at the municipal sphere of govenment.

In 1999, a pilot project conducted jointly by the three offices of government investigated the feesability of a Transport Authority for the eThekwini Municipality.
