Passenger Benefits:


  • More responsive to passenger needs;

 

  • Reduces existing fragmentation.

Local accountability to meet local needs:


  • Remote National control does not make sense;

 

  • Can promote use of public transport.

Alignment with policy:


  • Constitution requires National and Provincial sphere to support and strengthen municipalities;

 

  • The TA should command greater support from National and Provincial spheres.

Co-ordinated decision making:


  • More efficient use of limited subsidy funds;

 

  • Planning, co-ordination, service provision and regulation of public transport currently handled by three different spheres;

 

  • Move to a needs driven system;

 

  • Facilitates integration of the transport system.

Executive responsibilities:


  • TA will have a range of executive powers and functions;

 

  • More politically accountable since governing body consists of Councillors.

Metropolitan government for eThekwini:


  • Consolidation of all land transport functions;

 

  • Better integration with initiatives such as the Integrated Development Plan (IDP).

Implementation:

  • The ETA is geared to address the following key issues:

 

  • Fundamental restructuring of the public transport network;

 

  • Durban Transport restructuring.

 

  • Major under investment over years (particularly rail);

 

  • Poor levels of service;

 

  • Lack of integration between modes;

 

  • Rising public transport subsidy requirements;

 

  • Wasteful competition;

 

  • Inefficient transport networks - less then optimim use of subsides;

 

  • Lack of proper enforcement.
