About us

The Supply Chain Management Unit (SCMU), formerly the Procurement Unit, was established in November 2002, and our aim is to seek value for money on all goods, works and services purchased by the municipality.

We continually improve the procurement process so as to obtain best value from the contracts we enter into and to minimise the administration costs of buying.  The unit is also responsible for helping to achieve local economic empowerment.

We offer guidance, advice and support on all aspects of procurement to all municipal departments and external stakeholders as the unit administers the municipality's Accredited Contractors and Suppliers database.

The unit ensures that all procurement complies with the municipality's rules and policies as well as provincial and national laws.

The municipality currently spends in excess of R3.5bn on all contracts - and we are committed to service delivery.

Our key priorities are as follows:

  •   Increasing the use of local resources.
  • Redressing skewed employment and ownership patterns through Black Economic Empowerment.
  • The creation of opportunities for job creation and poverty alleviation.
  • Stimulating skills development and transfer.
  • Fast-tracking the growth and ensuring the sustainability of Small, Medium and Micro Enterprises (SMMEs).

The Unit is headed by:

  • Thembinkozi Shezi - Head:  Supply Chain Management
