Assist the City Manager in ensuring rapid, cost effective and efficient delivery that meets council’s empowerment targets.

 

Procurement & Infrastructure

This Office will assist the City Manager in ensuring rapid, cost effective and efficient service delivery and achievement of Council’s objectives in respect of the following services:-

•  Procurement
•  Housing
•  Water and Sanitation
•  Electricity
•  Cleansing and Solid Waste
•  Engineering

Procurement

This Office will ensure compliance with procurement policy and procedures.

Housing

This Office will ensure the efficient and timeous delivery of housing opportunities, the facilitation of housing delivery and the formulation of appropriate housing policy and strategy.

Electricity

This Office will direct and manage the eThekwini Electricity Unit to ensure the appropriate and sustainable provision of electricity supplies to consumers within the licenced area of supply and in accordance with the Council’s strategy.

Water & Sanitation

This Office will direct and manage the Water and Sanitation Unit to ensure the provision of appropriate and economic water and sewage services to consumers in the municipality in accordance with corporate strategy and policy.

Cleansing & Solid Waste

This Office will ensure that all solid waste generated in the municipality is stored, collected, transported and disposed of in an efficient, effective and environmentally acceptable manner and in accordance with sound business principles.

Engineering

This Office will direct and manage the Engineering Unit, ensuring the efficient and cost effective provision of infrastructural facilities and services to the citizens of the municipality in accordance with corporate strategy and policy.

Strategic Focus Areas

• Procurement: Provide a procurement support service to all process owners to enable them to effectively deliver services to Council’s customers and thereby contribute to improved quality of life.

Outputs for these Units will include:

• E-Commerce, procurement, tendering and smart communication
• Materials on site timeously
• Disposal of redundant stock
• Contracts adjudication
• Materials stored
• Ensure compliance with Council policy and procedures regarding procurement
• An electronic and communications equipment advice and procurement service
• New Electronic equipment (switchboards, cell phones, pagers and radios etc.)
• Repaired and maintained electronic equipment
• A water reticulation service including the upgrading and maintenance thereof.
• Removal of offensive waste and sewerage (i.e. a municipality with a fully function sewerage service, including removal of sewerage from septic tanks).
• Supply of semi treated sewerage to a private contractor.
• Removal of sewerage from septic tanks.
• Electricity reticulation
• Maintenance of reticulation
• Street lighting
• Decorative lighting (festive season)
• Security lighting in parks and beaches
• Advertising of poles (street lights)
• Meter disconnection’s (hard)
• Technical training service
• Hire of conference facilities
• Beachfront lighting
• Security lighting for sports fields
• Stadia lighting
• Customer education on electricity service
• Electrical / trade test training (trained electricians but not trade tested)
• New and upgraded roads
• Maintained roads
• Rubble free road reserves
• Weed free hardened areas
• Road reserve grass cutting and removal
• Protection from flooding of drainage system – A well drained environment
• Sandy beaches (sustainable beach works)
• Advice and project management to cemeteries and recreation (new cemeteries, playing fields, etc.)
• Advice design and project management of housing schemes / projects - Output – Houses
• Information on roads and storm water services
• Adequate storm water systems (cleaning and maintenance incl. Road reserves
• Transport infrastructure and network designs for current and future needs /Public transport ranks and facilities (part architecture).
• Signage and road markings, Output: Safe roads
• Parking spaces (provision of parking meters)
• Litter free streets and side walks
• Refuse removal
• Offensive litter free road reserves (cans, bottles, papers)
• Management of refuse disposal sites
• Providing education on waste management (litter, etc.) including recycling
• Housing Development and Housing Administration
• Accommodation, rented and selling
• Architectural and Building Services
• Capital Building projects delivered successfully
• Well maintained buildings
