The Manager’s Office will consist of six Deputy Managers and four
offices:
Office of Geographical Information &
Policy
This Office will drive the Municipality’s information technology programme,
with a special emphasis on using Geographic Information Systems to drive
management processes. The office will strive to ensure a city-wide
integrated, seamless telecommunication and networking infrastructure.
Information technology
This central information office will develop and implement an Information
Technology and e-Government strategy.
Municipal Information & Policy
This Office will monitor and develop municipal information and policy.
Office of Internal Audit & Performance
Management
This Office will assist the City Manager in ensuring a comprehensive
internal audit service and performance management function.
Office of International & Governance
Relations
This Office will assist the City Manager and the Mayor in the development
and mentoring of co-operative and developmental international, national,
provincial and local governance relations.
Ombudsperson and Investigations
This Office will provide advice around compliance with all relevant
legislation, will serve as municipal Ombudsperson (promoting nonracialism
and nonsexism in particular) and will assist the City Manager in
investigating and dealing with all forms of maladministration.
Remuneration package of the Ombudsperson and Head: Investigations will, for
successful candidates on the municipality’s establishment be negotiated
within the Task 23 executive package or for those appointed on a total cost
to council fixed-term contract will be around R640000 per annum plus a
performance bonus.

This office will drive eThekwini’s information technology programme, with a
specific emphasis on using Geographic Information Systems to drive

(ii) centralised research and policy development.
Specific output areas will include driving:
• Research and policy development

• GIS research and monitoring
• E-Government
• Develop and manage IT architecture and infrastructure.

• Systems development.

• Analyse community expectations, needs and views on delivery
programmes
Office of the Ombudsperson:
This Office will undertake three tasks:
• Assist the City Manager, Mayor and Speaker in providing advice around
compliance with all relevant legislation, monitoring legislation, and the
like;
• Act independently as Ombudsperson (specifically in addressing allegations
of racism, sexism, discrimination, etc.);
• Assist the City Manager in investigating and dealing with
maladministration;
• Assist the Speaker in dealing with matters of discipline.
Office of Internal Audit and Performance Management:
This Office will assist the City Manager in undertaking the following
tasks:
• An internal audit function: advisory, compliance and forensic audit
service, including value for money audit, risk assessment, computer
audit
• A performance management function: to roll out and then monitor
performance management, including financial performance, HRD and innovation,
customer service and business processes.
Office of International and Governance Relations
This Office will assist the City Manager and the Mayor in the development,
monitoring and mentoring of cooperative and developmental international,
national, provincial and local governance relations.
Collectively, these Offices which report directly to the Manager will
undertake additional tasks such as:
• Assist in the compilation of municipal reports.
• Undertake research into aspects such as quality of life and other
surveys
