Long Term Development Framework

In the past, local government was seen to be just a provider of services to communities who had to receive them. Services were not always well coordinated and citizens were not always consulted on what their needs were. The eThekwini Municipality is now changing that approach and reorganising itself so that it can serve the citizens of Durban in a better way. It is totally committed to listening to what people want and to including citizens as a central part of the process.

To this end a Long Term Development Framework (LTDF) has been formed. You can download this document in pdf form here. This is a twenty year plan that tells us clearly where we want to be as a city and what important things we need to focus on. In order to achieve the “high quality of life” mentioned in the vision, three main focus areas have been identified. These are:

  • meeting basic needs,
  • strengthening the economy and
  • building skills and technology
