Land Use Scheme Review Complete
The definitions of early childhood Development centres and renewable energy installations have been included in the Municipal Land Use Schemes following the recently completed public participation of the annual review process of these schemes.

This was stated in a report tabled at the Economic Development and Planning Committee meeting held on 13 August. This was done to accommodate and align Municipal Land Use Schemes with the important work being done at a provincial and national level, stated the report.

Bed and Breakfast establishments have also been redefined to Short-term Accommodation Establishments in order to be inclusive of online accommodation booking platforms and to ensure that they are covered in the scheme. These establishments will now also make the necessary applications for monitoring and management purposes. The review process was in line with the City’s vision of becoming Africa’s most liveable city by 2030.

Consistent with Section 19 (1) of the eThekwini Municipality: Planning and Land Use Management By-law 2016, the Land Use Management Branch embarked on the review process in response to the need to remain proactive in facilitating development in the Municipality.

Public comment in the annual review process was advertised on 13 March in line with Section 14 (2) of the eThekwini Municipality: Planning and Land Use Management By-Law, 2016 and closed on 10 June. One of the focuses of this year’s review was aligning similar zones within the different schemes namely; the Central, North, South, Inner West and Outer West Land Use Schemes to have the same scheme intent and land use description in order to ensure consistency in wording throughout the schemes.

A comprehensive list of all changes in each scheme is available on the Municipal website at www.durban.gov.za
