Empowering City officials to deliver effective services
TO EMPOWER performance management practitioners and Integrated Development Plans (IDP) managers in order to fast track service delivery, eThekwini Municipality and the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs hosted a Policy Implementation and
Learning Session on Strategic Planning and Performance Information.

The thought-provoking and highly informative session was held at the Moses Mabhida Stadium from 31 October to 3 November. The learning session will ultimately improve on institutional support for monitoring and evaluation to ensure enhanced service delivery to communities. Day one of the learning session focussed on Strategic Planning. While the next three days saw participants engaging on Organisational Performance Management, Auditing and Evaluations of Performance and Individual Performance Management Systems.

IDP Senior Manager Puven Akkiah said the implementation of the New Urban Agenda requires cities to develop or review strategic urban plans and associated performance measures. “Identification of performance measures should and must be developed as part of the strategic planning process. We need to resist the urge of taking on performance measures after a strategy has been developed,” he said.

Akkiah said the development and implementation of a successful Performance Management System for local government is embedded on well conceptualised strategic planning in municipalities. “In line with the Back to Basics Programme, the goal of the learning session is to blend the critical aspects on the IDP process towards building a successful Performance Management System.

Although the IDP has a five year cycle, short term solutions are not practical for many development issues that communities are facing. Critical to strategic planning is a vision,” he added.
