Covid-19 relief packages
​The City has a number of Covid-19 relief packages available
to assist both residents and businesses
CUSTOMER UTILITY BILLS

ALL customers are urged to pay utility bills using any of the following methods:
  • Payments at third party outlets can still be made; these are Shoprite, Checkers, Pick ‘n Pay etc.
  • Customers are also advised to make use of the online direct payment facility. The City banks with Nedbank and is a pre-loaded beneficiary.
  • Customers may also pay via the Masterpass App.
Available on the following link: https://eservices.durban.gov.za/8ZgtQc/ Customers should note that the postage of bills through the Post Office may be impacted during this period and customers who do not receive their invoice are encouraged to pay the average of their previous invoice.
Registration for online billing will enable customers to receive invoices through emails and view them online. Registration is encouraged through the portal: https://eservices.durban.gov.za/v2/

RATEPAYERS COVID-19 DEBT RELIEF
RESIDENTS and business owners have until 31 December 2020, to ensure that they settle outstanding debt. The special relief payment has also been amended as follows: Residential customers Residential customers may enter into a payment plan agreement with the Municipality and pay between 10 percent to 25 percent of the capital debt, as a down payment.

Business customers Business customers are legible to enter into a payment plan agreement with the Municipality and pay between 25 percent and 50 percent of the capital debt, as a down payment. B&B & Guesthouse establishments Bed and Breakfasts and guesthouses will receive a Covid-19 rebate to bring their rates payable to the same level as residential. The conditions of relief are as follows:
  • Customer may enter into a credit agreement with the Municipality on condition that the owing customer pays a stipulated down payment towards the capital debt (excluding interest) on or before 31 December 2020;
  • The debt must be ninety (90) days and older;
  • Total interest accumulated and raised to the customer account will be written off;
  • Interest written off will be re-instated if the customer defaults on payment plan.
  • The customer to enter into payment plan agreement for the balance of the outstanding debt over a maximum period of 24 months.
  • There will be no interest raised during the period of the payment planagreement.
  • Existing customers on payment plan may cancel the existing agreement and enter into this once off relief.
Should a customer default on the payment plan with the Municipality, all interest written-off under
the conditions of Covid-19 Special Payment Relief will be reinstated and the total debt (including interest) will be due for collection. Customers who wish to enter into this payment relief may be assisted at the following Customer Services centres:
  • CBD - Florence Mkhize Building
  • North - Phoenix Branch Office, Verulam, Tongaat, Kwa Mashu Main
  • South Western – Chatsworth Branch Office, Shallcross Sizakala
  • South - uMlazi Mega City Sizakala, Winkelspruit, Craigieburn, Kwa Mnyandu Sizakala
  • Western -Hillcrest, Pinetown
