City receives highest accolade for BEPP
City receives platinum BEPP award​
The City’s Built Environment Performance Plan (BEPP) was recognised by receiving a Platinum Award by an independent agency appointed by National Treasury. Their results reflected a 110 percent improvement from 2019/2020 to the 2020/2021 BEPP. Improvement was also noted in aligning and obtaining public sector expenditure in the Municipality as well as clear evidence of spatial targeting and outcome-based planning.

Presenting the outcomes of the assessment to the Executive Committee, Chief Strategy Officer Adrian Peters explained that this was a great accomplishment for the City as the platinum status is the highest achievement awarded. The BEPP was adopted at Full Council in May this year, along with the Integrated Development Plan (IDP) and Medium-Term Review and Expenditure Framework. The BEPP will, from next year, no longer be a strategic planning document but incorporated into the IDP and Spatial Development Framework of the Municipality.
While this can be added to the many accolades awarded to the City, improvements needed to be addressed in the following areas:

  • The City needs to clearly articulate its Theory of Change,
  • City to ensure that the monitoring and evaluating indicators as per Circular 88 are addressed fully in the BEPP,
  • The City to continue its efforts to implement strategy-led budgeting and,
  • The City needs to consider the adoption of spatial planning, prioritisation and budgeting tools.

The recommendations were approved at the Executive Committee meeting chaired by eThekwini Mayor Councillor Mxolisi Kaunda.
