The Municipality is calling on all suppliers who intend doing business and/or dealing with the Municipality to ensure that they are registered and accredited on the Procurement Monitoring Unit’s FP Lite System. This system accords the supplier preference points in terms of the Preferential Procurement Policy Framework Act No. 5 of 2000.
This is done in line with clause 14 of the eThekwini Municipal Supply Chain Management Policy which requires that the Municipality keeps a list of accredited prospective providers of goods and services that must be used for the procurement requirements through written or verbal quotations and formal price quotations.
Furthermore, the Municipality is required according to section 14 (1b) of SCM policy to, at least once a year through newspapers commonly circulating locally, the website and any other appropriate ways, invite prospective providers of goods or services to apply for evaluation and listing as accredited prospective providers.
Therefore eThekwini Municipality can only deal with suppliers that have been registered and accredited on the FPLite system, and that these points have to be reflected in the JD Edwards System records for that supplier. Proof of this registration is the ‘PR’ number allocated to each supplier that has been through this registration process. This process also allows the Municipality to update suppliers’ information.
From the beginning of August 2010, suppliers who do not have PR numbers cannot do business with the Municipality. This also applies to those potential suppliers responding through the Internet with quotes. The only way the Municipality will issue orders to these suppliers, is if they are registered and accredited.

· Cancelled cheque / Original Bank Statement
· Tax Clearance Certificate obtainable from South African Revenue Services (SARS)
· CM 29, Certificate of Incorporation, Share certificates (if there is more than one shareholder)
