(1) Subject to the provisions of sub-clauses (2), (3), (4) and (5) hereof, no site may becovered by buildings to a greater extent than the relevant percentage in Table B hereunder:

(2) Notwithstanding the provisions of sub-clause (1) hereof, or any other provisions of thisScheme relating to coverage the Council may, if it deems fit, permit extensions oralterations to any building erected, altered or extended in conformity with plansapproved by the Council before the material date, subject to the following conditions:
(a) The total amount of all extensions or alterations approved on or after the said date shallnot be greater than 5% of the total coverage of buildings erected on the site in accordancewith plans approved by the Council before the said date.
(b) In any case in which a building, if extended or altered by an amount of 5% of the totalcoverage of buildings on the site as aforesaid, would not exceed the coverage percentageprovided for such building in Table B of subclause (1) hereof, it may be extended oraltered up to such coverage percentage.
(c) No such authority under (a) hereof shall be granted if the extension or alteration proposed will result or will be likely to result in the creation of any additional dwelling unit or separate unit of accommodation, provided that nothing in this subclause shall permit a greater floor area than that provided for in Clause 23.
(3) Notwithstanding the provisions of subclause (l): 27/09/1976
(a) No storey higher than the third storey in a residential building in a General Residential zone situated to the east 07/02/1977
of Prospect Hall Road shall have an area greater than 10% of the total site area. 21/09/1987
(b) no subdivision in a Minor Shopping Zone shall be covered by 18/04/1977

(4) In calculating the coverage in terms of this clause:
(a) the area of the subdivision shall exclude the area of any existing street and any area reserved for street purposes in terms of Clauses 3 and 5; provided that the Council may, in its absolute discretion and on such conditions as it deems fit, permit the whole or any portion of such reserved area to be taken into account and the exercise of the rights conferred by any such permission shall not be affected by the subsequent vesting in the Council of the rights in or to such reserved area either by transfer or any other means; 28/08/1978
(b) no swimming pool or tennis court shall be taken into account;
(c) in respect of any subdivisions used for shops, offices and business purposes in shopping zones other than Minor Shopping zones, the City Engineer shall be entitled to permitthe coverage to exceed 50% where such excess is to be used solely for the parking of motorvehicles; provided that notwithstanding any other provisions of this clause, there shall beno limitation upon the coverage of any General Shopping site in the CDPP and Point Lanesareas in terms of this clause 18/04/1977
(d) the City Engineer may disregard any garage or portion of other building which by reason ofthe topography of the site is erected below the level of the ground where he considersthat there will be no interference with the amenities of the area and provided that suchgarage or portion is covered over to his satisfaction;
(e) where the zone boundaries do not conform with the boundaries of the site, the City Engineershall only have regard to that portion of the site which is zoned for the use in respect ofwhich the coverage is to be calculated.
(5) When a site in a Duplex or General Residential 1, 2, 3 or 4 zone is to be developed with a residential building, 02/12/1974
or the coverage of an existing residential building in a Duplex or General Residential 1, 2, 3 or 4 zone is to be 07/02/1977
increased, an area in extent not less than20% of the site area and free of buildings, parking spaces and driveways, 21/09/1987
shall be set aside for garden and recreation purposes, provided that no area shall be set aside for those purposes which, in the opinion of the City Engineer, is incapable of being used for those purposes because of its topography, shape and location; provided, further, that where access to any garden area provided in terms of this provision is restricted to the occupants of certain units, only that area which represents those units' proportionate share of the total required area will be taken into account in determining whether this requirement has been met; provided, further, that if because of the specific form or nature of the proposed residential building and/or the nature of the site and/or the surrounding development or amenities the recreational needs will be adequately served by some alternative arrangement or amenity the Council may, by special consent, relax the requirements of this sub-clause. 18/07/1994
(6) The coverage control for an Institutional 3 Zone shall be that applicable to the adjoining residential zone or where 01/07/1985
no residential zone adjoins, that applicable to the adjoining use zone. In the case of more than one such zone 20/07/1987
adjoining the property, the coverage control applicable to the zone prescribing the lesser density shall apply, provided that the Council may authorise, by special consent, the coverage control applicable to the zone prescribing the higher density to be applied if it can be shown to the satisfaction of the Council that having regard to the topography of the site the proposed form of development will be in harmony with the scale and character of surrounding developments and with the amenities of the neighbourhood. 21/09/1987
(7) The coverage control for development in the General Business 3 Zone shall not be greater than 50% and 18/03/1991
in the General Business 4 Zone shall not be greater than 40%. 03/02/1992
The open portion of the site should be suitably landscaped to the satisfaction of the City Engineer. 18/09/1995
