(1) The Council shall, through its authorised officers, servants, contractors or agents, together with any assistants or advisers that may be necessary, have power to enter into and upon any premises forcibly if need be, for the purpose of exercising any of the powers which are necessary or expedient for carrying out the objects of this Scheme; provided, however, that such power of entry shall not be exercised between the hours of 7.00 p.m. and 7.00 a.m. unless the City Engineer, in his discretion, considers that the exercise of such power between the said hours is necessary in the circumstances of a particular case. 13/12/1974

(2) No person shall fail or refuse to give access to any officer, servant, contractor or agent, as aforesaid, or otherwise hinder or obstruct him in the execution of his duties.
