RECREATIONAL FACILITY

A clubhouse, gymnasium, squash court, pavilion, change room, stadium, and any similar facility used in conjunction with a sport or recreational activity. A clubhouse may include dining facilities and lounges, and may include an open space or reserve which the public has a right to use and enjoy, and includes any ancillary facilities.

RECYCLING CENTRE

An area of land, with or without buildings, which the Municipality may at its discretion require to be screened, upon which used materials are separated and processed for shipment and for eventual reuse in new products.

REFUSE DISPOSAL

A building and works incidental to the disposal of garden refuse (i.e. rubble, garden, domestic, commercial, and dry industrial waste), by means of sanitary landfill as defined by the Department of Water Affairs in “Minimum Requirements for Waste Disposal by Landfill, 1994”.

RESTAURANT

A building or portion of a building or land used primarily for the preparation and consumption of food and beverages on the premises, and were seating is provided for patrons.

RESTRICTED BUILDING

A building used for such purposes as a clinic or hospital for infectious diseases, a jail, home, hospital, or school for mentally challenged people, or reformatory.

RETIREMENT CENTRE

A medium density housing development intended for the accommodation or settlement substantially of persons upon their retirement, and which facilities may be provided for a frail care centre and place of communal activity. The centre may include an office building, medical consulting rooms, launderette, shop, and restaurant, which in each case shall be restricted as required by the Municipality, and be for the sole use of occupants and guests.

RIDING STABLES

A place or undertaking for the leasing of horses and/or riding instruction against payment, and includes the care and stabling of such horses.

RURAL RESIDENTIAL BUILDING

A building used in connection with, or which would ordinarily be incidental to, or reasonably necessary in connection with the use of the site of that building as rural residential land.

RURAL RESIDENTIAL LAND

Land used as a country residence or small farm including arable, meadow, or pasture land, market gardens, poultry farm, nursery garden, and land used for the purpose of breeding or keeping domestic animals, poultry, or bees, and includes any buildings connected therewith, but excludes buildings connected with the housing of cats and dogs.

SCRAP YARD

A building or part of a building or open land which the Council may at its discretion require to be screened, and shall include any redundant or used material stored for the purpose of recycling in any process, or for the purpose of resale.

SERVICE TRADE

An enterprise which is:

(a) primarily involved in the rendering of a service for the local community such as the repair of household appliances or the supply of household services; and

(b) not likely to be a source of disturbance to surrounding properties; and

(c) employs at most ten (10) people; and

(d) not liable, in the event of fire, to cause excessive combustion, give rise to poisonous fumes or cause explosions; and,

(e) includes a builder’s yard and allied trades, laundry, bakery, dairy depot, and similar types of uses;

but does not include an abattoir, brick making site, sewage works, service station, or motor repair garage.

SHELTER

A building or portion of a building used, constructed, designed or adapted to be used to provide accommodation for the homeless and may include a soup kitchen and ablution facilities.

SHOP

Premises used to sell and display goods by retail or wholesale, the hire of goods, or provide services of a personal natural, e.g. hairdresser, beauty therapist.

SPAZA SHOP/ TUCK SHOP

A building or portion of a building or a separate structure used or adapted to be used for the sale of convenience goods for the day to day needs of the public.

SPECIAL BUILDING

Any other type of building or use not specifically referred to in the Planning Scheme.

SMALL SCALE AGRICULTURE

Any farming activity undertaken by a single farmer and his family working without labour employed from outside, and on a total area of land not exceeding ten hectares.
