Why Community Participation?
Present local government policy and legislation as reflected in the Constitution of South Africa, the White paper on local Government, Section 16 of the Municipal Systems Act and other pieces of legislation, put great emphasis on municipalities developing a culture of community participation.
It is within this context that eThekwini Municipality decided to establish Community Participation and Action Support Unit in 2002 which falls under the Governance Cluster.
What is our purpose of existence?
To encourage community participation and provide support services to citizens of eThekwini, to ensure that eThekwini Municipality addresses the real needs of the citizens appropriately and to build citizenry with a sense of ownership of eThekwini development and projects.

What are our objectives?
To provide information and create awareness to eThekwini citizens about government programmes and policies to empower them so they contribute towards developing their communities.
To support and capacitate Community Based Structures in order for them to realize improved quality of life.
To conduct stakeholder mapping, prioritize vested interests and manage working relationships to participate in council activities to ensure sustainability of municipal ventures.
What are our principles?
Information: Provide balanced and objective information to keep citizens informed.
Consultation: Obtain views and opinions from communities for council to rethink and readjust projects as needed.
Involvement: Engage citizens to gather, verify facts and ideas before any council decisions are made.
Participation: Facilitate citizen involvement in council activities for a democratic culture.
Empowerment: Provide support to community structures and relevant stakeholders in order to capacitate them.
